To install a seismometer, Linder scrapes snow off the floe to make a solid level foundation. Essentially, the scientists want the seismometers to record motion from earthquakes alone, so they take precautions to minimize extraneous movements that would confound their data. They cover the seismometer with a plastic bucket and cover that with snow, so that the seismometer isn't affected by winds.
